Planning Division



The mission statement of the Division of Planning is to assist the administration, elected and appointed officials, and the public at large in all areas of planning to improve the direction, efficiency, appearance, viability, and future of the City of Plainfield. The Planning Division is composed of three staff members – a Director who is a licensed Professional Planner, a Principal Planner who is also a licensed Professional Planner, and a certified Board Secretary. The Planning Division has five main areas of responsibility – each of which includes its budget: the management of the Planning Division, the Planning Board (PB), the Zoning Board of Adjustment (ZBA), the Historic Preservation Commission (HPC), and the Shade Tree Commission (STC).

The Planning Director serves as the Administrative Officer to the Planning Board, Zoning Board of Adjustment, and Historic Preservation Commission. Through the director, the Planning Division also provides technical and clerical support to the Shade Tree Commission. The Planning Division, in conjunction with those entities, is responsible for the development of the city master plan, land use (zoning) ordinance and map, historic preservation regulations and guidelines, redevelopment studies and plans, and development/redevelopment applications to the boards/commission. The division maintains and updates the Recreation and Open Space Inventory (ROSI) and official city tax maps (updating all lot mergers and subdivisions), administers the NJDOT grant for the Green Brook Multi-Use Trail, participates in the NJDEP brownfield and Brownfield Development Area (BDA) grant program, and submits applications and administers shade tree and historic preservation grants. Annually, the division provides planning and zoning responses to thousands of questions from elected officials, other city offices, professionals, realtors and the general public
